Washington: The Democratic congressman from Illinois, Luis Gutiérrez, said yesterday that the petition for the release of the 15 Puerto Rican political prisoners is not related to support for any candidate in the elections of the year 2000.

Gutiérrez indicated that the petition for the release of the prisoners is based exclusively on arguments in the sense of justice and human considerations. Gutiérrez thus distanced the petition for the release of the political prisoners from expressions made in Ponce by the Democratic city council member from the Bronx, José Rivera.

Rivera, who has struggled for years for the freedom of the independentist prisoners, pointed out that political support for Hillary Rodham Clinton's possible candidacy for the senate and for Al Gore for president are conditioned on the freedom of the prisoners.

Gutiérrez indicated that "the petition for presidential amnesty, which has been pending for six years, is based solely on the merits of justice, national reconciliation and purely humanitarian considerations."

"I know that the congressional representatives and the campaign for release have never proposed to the White House a negotiation on such a basis," the congressman added.

Gutiérrez and the Puerto Rican congressional representatives Nydia Velázquez and José Serrano met on May 1 in the Bronx with the Puerto Rican political leadership of New York City.

In the meeting it was agreed that the congressional representatives would represent the Puerto Rican leadership of the city in the struggle for the prisoners' release.

"In the name of those present at the meeting, the three of us were given a mandate to carry out efforts toward achieving the release of the prisoners," Gutiérrez added.

Asked what would motivate Rivera to connect the campaign for the prisoners' release with Democratic politics, Gutiérrez thought that "the expressions of my dear friend the councilman represent the growing frustration of a sector of our people in the face of the delay in responding to our petition." "The councilman has worked arduously for the release of the political prisoners and has every right to make these expressions," said Gutiérrez, who, nevertheless, distanced the struggle for the prisoners' release from Rivera's comments.

WASHINGTON - El congresista demócrata por Illinois, Luis Gutiérrez, señaló ayer que la petición de liberación de los 15 presos políticos puertorriqueños no está relacionada con el apoyo a candidato alguno en las elecciones del 2000.

Gutiérrez indicó que la petición de la liberación de los presos está basada en argumentos en el sentido de justicia y consideraciones humanas únicamente.

De esa forma, Gutiérrez desvinculó la petición para la excarcelación de los prisioneros políticos de expresiones que el concejal demócrata por el Bronx, José Rivera, hizo en Ponce.

Rivera, quien ha luchado por años por la liberación de los independentistas presos, señaló que el apoyo político a la posible candidatura para senadora de Hillary Rodham Clinton y para presidente de Al Gore está condicionado a la excarcelación de los presos.

Gutiérrez indicó que "la petición de amnistía presidencial, que lleva seis años, está basada sólo en sus méritos de justicia, de reconciliación nacional y en consideraciones puramente humanitarias''.

"SE QUE los congresistas y la campaña de excarcelación nunca hemos planteado a la Casa Blanca una negociación que no tenga eso como base'', apuntó el congresista.

Gutiérrez y los congresistas puertorriqueños Nydia Velázquez y José Serrano se reunieron el 1 de mayo en el Bronx con el liderato político puertorriqueño de la ciudad de Nueva York.

En la reunión se acordó que los congresistas representarían al liderato boricua de la ciudad en la lucha por la excarcelación.

"A los congresistas se nos dio el mandato para realizar gestiones encaminadas a lograr la excarcelación, a nombre de los presentes en esa reunión'', apuntó Gutiérrez.

PREGUNTADO SOBRE qué motivaría a Rivera a vincular la campaña de excarcelación con la política demócrata, Gutiérrez opinó que "las expresiones de mi querido concejal representan la frustración creciente de un sector de nuestro pueblo ante la tardanza para responder a nuestra petición''.

"El concejal ha trabajado arduamente por la excarcelación de los presos políticos y tiene pleno derecho a hacer sus expresiones'', dijo Gutiérrez, quien, sin embargo, distanció la lucha por la excarcelación de los comentarios de Rivera.
